PMA | SEA's Extension & Seafarers' Repatriation

The Panama Maritime Authority (PMA) has revised its Merchant Marine Notice No. 03/2020 (MMN-03/2020), issuing its third version, making it clear that no extensions of Seafarer's Employment Agreement (SEA) after September 14th will be granted. As per revised paragraph 6.1, of the said PMA Notice, seafarers that are subject to these extensions shall be repatriated as a prescribed Standard A2.5.1.2(b) of the MLC 2006.
After September 14th 2020, PMA will return to compliance with the provisions of its Executive Decree No. 86 of February 22nd 2013 and Merchant Marine Circular No. 262 (MMC-262).
PMA strongly encourages all Authorities to allow crew changes at the earliest opportunity so as seafarers are repatriated to their homes the soonest possible. The latest MMN-16/2020, issued, sets out Repatriation Modalities due to Covid-19, providing support for crew changes under the jurisdictional waters of the Republic of Panama.
